Identify a PAD before labelling it
A pre-authorized debit lets a biller withdraw under an agreement. It is different from an automatic payment that you set up independently in online banking and different from a card purchase or Interac e-Transfer. Ask the financial institution to identify the transaction type when the statement descriptor is unclear.
Find the agreement and cancellation
FCAC recommends keeping a copy of the signed agreement or confirmation, checking withdrawals against the approved amount and informing the biller when banking details change. If you cancelled a gambling account or payment authority, keep the cancellation request, effective date and acknowledgement. Cancellation of a debit does not necessarily cancel a separate valid contract.
Incorrect or unauthorized PAD
FCAC says a consumer has a right to reimbursement where a debit used the wrong date or amount, or where the contract had been cancelled. The guidance says the consumer usually has 90 calendar days from the withdrawal to report the problem to the financial institution and request reimbursement. A declaration confirming the reason may be required.
Authorized payment versus service dispute
If you knowingly approved the payment but disagree with a withdrawal decision, bonus term or account closure, do not present it as an unauthorized debit. Use the operator's complaint process for the gambling issue and the bank process for a payment-processing issue. Each decision-maker needs an accurate timeline.

Escalate the bank complaint
All federally regulated financial institutions must have a complaint-handling process. If the response remains unsatisfactory, follow the bank's written escalation route to its external complaints body. FCAC supervises compliance but does not resolve an individual's request for reimbursement.
